Newfoundland and Labrador Liquor Corporation (NLC) Issues Call for tier 4 Licensed Cannabis Retailers

NLC has issued a call for applications for new licensed cannabis retailers across the province. The expansion which focuses primarily on rural and underserved communities is an important part of NLC’s efforts to improve safe access to regulated cannabis and further disrupt the illicit market.
Applications are being considered for the following 15 areas:

  • Badger - Buchans
  • Bay Bulls - Witless Bay
  • Botwood
  • Brigus
  • Fogo Island
  • Gambo - Hare Bay
  • Grand Bank to Lamaline
  • Lethbridge - Port Rexton
  • Logy Bay
  • Port au Port Peninsula
  • Port Blanford
  • Rocky Harbour - Norris Point
  • South Shore Bay of Islands
  • Trout River - Wiltondale
  • White Bay

The opportunities are for tier 4 cannabis retail locations, which allow the sale of cannabis products and accessories within an existing retail establishment. Applications are due by July 4th, 2026.
