NLC regulates the safe and responsible sale, distribution, and consumption of alcohol and cannabis in Newfoundland and Labrador. Through licensing, inspections, and enforcement, we work with licensees and retailers to support compliance and ensure legal, responsible access for consumers across the province.

Regulatory Framework

As a Crown Corporation of the Government of Newfoundland and Labrador, NLC operates under the Liquor Corporation Act, Liquor Control Act, Cannabis Control Act, and the Smoke-free Environment Act, 2005. These Acts guide our responsibility for the importation, sale, and regulation of beverage alcohol and cannabis, and for delivering programs that promote safe and responsible consumption such as our Check 25 program.

Through our Regulatory Services Division, we oversee licensing, inspection, and enforcement activities for all licensed establishments and cannabis retailers. Our work helps maintain compliance with legislation and supports safe, legal, and socially responsible access for consumers.

Last year, NLC conducted more than 4,400 inspections across Newfoundland and Labrador.

Licensing and Regulatory Administration

NLC’s Regulatory Services Division manages the issuance and renewal of licenses for liquor establishments and cannabis retailers across the province. The team ensures applicants meet all eligibility and operational requirements, and maintains accurate, transparent records of all active licenses.

Our licensing responsibilities include:

  • Processing and renewing liquor and cannabis retail licenses
  • Reviewing applications and supporting documentation
  • Providing guidance to applicants and licensees on compliance obligations

Inspections

Liquor Control Inspectors conduct regular and unannounced inspections of licensed premises to ensure compliance with legislation and license conditions. These inspections help ensure safe operations and protect the public. Inspections may also occur in response to complaints or reports of questionable activity.

Enforcement and Compliance

When non-compliance is identified, NLC takes enforcement action to uphold provincial laws and maintain the integrity of the system. Enforcement may include:
  • Letters of reprimand
  • License suspension
  • License cancellation
